Modernization Based on Decentralized Platforms
What is it?This area undoubtedly covers entirely new research and theoretical as well as current practical issues of modernizing public administration in Ukraine and the world using information platforms based on distributed ledger technologies, in particular, blockchain.
What do we do?The “core” of our research is the public governance sector. We do this by changing the regulatory framework and the “Government as a Platform” organizational model to create greater public value without limitation to a single country and mobilizing public and private resources to arrange various configurations of public services.
Why is this important?Today, governments are keenly aware of the platform trend and are actively working on public digital infrastructure to provide their citizens with simple and convenient access to services. Many governments have decided to re-architect their business processes and open up numerous public registries that were previously not accessible to the public. Digital platforms seem to have become an ideal way of such hierarchical interaction between the state and citizens. The pace and scope of the introduction of platforms into public governance may create the illusion that the general concept and mechanism of platform governance have already been established and that the future of the “government as a platform” concept is secured for at least the next 5-10 years. However, many countries (Germany, Australia, India, Kenya, Singapore, etc.) have unequivocally decided to go for the widespread implementation of blockchain technologies in the public sector, and this somewhat contradicts the choice in favor of centralized platforms that are not based on blockchain.
What are the prospects?No one knows the exact limits of blockchain application today, but everyone likes its useful properties: more simplicity, trust, transparency... Then the question arises: what will happen if the “state–human” interaction hierarchy applied in the usual state-centralized platforms is decentralized using blockchain technology? Our scientists and experts are preparing strategic answers to this question. We are also developing a new scientific school in this area together with scientists from Karazin University.
