Official Appeal of the Research Center of Blockchain Solutions to the Verkhovna Rada of Ukraine
A month ago, on June 02, 2020, the Research Center of Economic and Legal Solutions in the Area of Application of Distributed Ledger Technologies (Research Center of Blockchain Solutions) sent its comments on and suggestions to the Draft Law of Ukraine “On Virtual Assets” in accordance with the report of the Ministry of Digital Transformation of Ukraine on holding a public discussion of the above Draft Law.
We would like to inform you that due to the lack of dialogue with subjects working in the virtual asset market, serious violations of the requirements for the Draft Law of Ukraine, rules of legislative technique, standards of international and national law, as well as ignorance of legal principles by the authors of the Draft Law, the specialists of the Research Center of Blockchain Solutions compiled all substantiations for rejecting the Draft Law of Ukraine “On Virtual Assets”.
In the view of the foregoing, the Research Center of Blockchain Solutions sent an official appeal on the Draft Law “On Virtual Assets” No. 3637 dated June 11, 2020 to the leaders of the Verkhovna Rada of Ukraine; the chairpersons, the co-chairpersons, the vice chairpersons of the deputy factions; the heads of the secretariats of the deputy factions, as well as to the authors of the Draft Law No. 3637 dated June 11, 2020 in order to reject it. We want to pay particular attention to the fact that the classification suggested in the official appeal allows taking into account all the diversity of virtual assets and shows a real situation for understanding the subject of regulation of social relations associated with the circulation of virtual assets. Thus, the Draft Law of Ukraine “On Virtual Assets” will still contain violations and therefor will be invalid without consideration of this classification.
